I was wrongly accused of passing a school bus in NC. It took the officer two months to write out the ticket. He did not pull any car over, the driver simply turned in a plate number. Can I fight this?

Probably not. I used to drive a school bus and turned in several plate numbers every day.

The state would take their sweet time and file a batch of complaints with the same court date so that the drivers could be available as witnesses against a large block of defendants with one trip to court. It was a pretty fun day, actually. We were paid as witnesses for the state (one of the things that "court costs" goes for) quite a lot more than jury duty ever paid.

In theory, the statute of limitations starts to run when the "crime" is committed and stops when charges (the tickets) are filed. So it could go for years, but a couple of months would not be that far off the mark.

If you contest the ticket in court, the bus driver will probably be there with their notepad with your tag number, vehicle description, date and time, etc. If the bus driver got the details wrong, the case will be dismissed. If they got it right, you'll likely be found guilty and fined.

If you weren't driving the vehicle on the date and time, you should bring the person who was. Their name will be substituted on the complaint and they'll pay the fine.
